Minutes of February Meeting

Changes and proposed changes to the Association bylaws were the focus of the February DRCA meeting, which also included an update on the Neighborhood Conservation Plan (NCP).
     
Members voted unanimously to approve two bylaws changes:  the number of consecutive terms that a DRCA president may serve was increased from two to four and officers' terms were changed from one year to two.   Peter Raven-Hansen (former DRCA board member), who led a discussion of the proposed bylaws amendments during the December meeting, had noted that the Association's executive board proposed the changes because while, membership continues to grow, it is difficult to find neighbors willing to commit to serving on the DRCA board, particularly in the capacity of President.

Second Vice President Carol Fontein explained a third proposed bylaws change, which will be voted on at the March meeting.  That change, to Section
IV of the DRCA bylaws, would permit the Executive Board to take action on pressing issues that may arise between regular DRCA meetings, subject to
ratification by the Association at its next regular

meeting.   Fontein pointed out that once DRCA's Neighborhood Conservation Plan is approved by
the County and in place, the Association will have opportunities to apply for county funding for various projects within the DRCA boundaries.  The proposed change in bylaws will enable the Board to act quickly should a time-sensitive funding opportunity arise between meetings.

Following the bylaws discussion and vote, NCP Chairman Ned Rhodes provided the Association with a Plan update (see article, page 5).

Fallon also made the following announcements :

     ---Saturday, April 1 at 9am, Arlingtonians for a Clean Environment (ACE) will host a Potomac River clean up.  Volunteers interested in helping to clean up the Potomac Riverfront may meet at either the Chain Bridge entrance to the river or at the Gulf Branch Nature Center on Military Road.  Please contact Dan Radke, 703-528-2870, for more details.

     ---Saturday, April 22 is Arlington County's Hazardous Waste Drop-off Day at the 1-66 parking garage, Washington-Lee High School. Items that can be dropped off include usable residential building supplies, hazardous waste and textiles.  Additional information can be found in Spring 2000 issue of The Citizen or by calling the Department of Environmental Services at 703-228-6570. In con-junction with this, Arlingtonians for a Clean Environment will be collecting used bicycles for Pedals for Progress.  Bikes are refurbished and shipped to third world countries.

    ---Saturday, May 13 is Arlington Neighborhood Day, which will coincide with the Taylor School Fair.  Fallon would like to set up a DRCA information booth at Taylor School that day and is looking for volunteers to help with this endeavor.
