Minutes of April Meeting

The Lee Heights Water Tower Site Update

Bill McCay from VoiceStream presented information concerning changes at the Lee Heights water tower site.  VoiceStream recently purchased some equipment at the site from Sprint and will move its equipment (a large box approximately 6 feet high and 4 feet wide) to an existing concrete pad on the property. A new fence will be constructed around the equipment and trees will be planted to help shield the building from street view.  There will be no increase in the power output of the site as a result of these changes, and no new equipment will be added.

Furthermore, moving the box should have no noise impact on close-by neighbors.

As a result of the purchase of the equipment by VoiceStream, Donaldson Run will now receive two sets of reports each year showing an annual energy output from the site’s antennae -- one from VoiceStream and one from Sprint. Finally, VoiceStream will be subject to all terms of the existing use permit governing the operation of cellular antennas at the Lee Pumping Station.

DRCA members passed a resolution voicing no significant objections to the VoiceStream application to transfer equipment at the site nor to the County’s administrative approval of the request.  However, it is not the intent of DRCA to establish a precedent which would impact future actions at this site. Further, DRCA requested that the County require VoiceStream and APC to conduct the annual environmental testing on an alternating schedule (6 months apart) from each other to help ensure accurate measurements.

Volunteers Needed for “Citizen Radar” Program

Corporal Patrick Donahue, DRCA liaison with the Arlington County Police, presented information about a new program in Arlington designed to help stop speeding on neighborhood streets.  The program has been successful in other jurisdictions. After receiving training from the Police Department, volunteers will work in groups of three to measure speeds and record license plate numbers and make/model information of speeders.  Volunteers will be posted at problem spots in the neighborhood

and will be equipped with a radar gun and signs
